New Department.

Today the visiting Officers Department was added. I did this for all our visiting officers to the Typhon. As we are the Fleet headquarters it would be nice for Officers and senior staff to visit and discuss theta fleet matters. These officers shall never be added to our crew count as they have commands of their own and it wouldn't be fair to add them to our count. Any officer or crew member there can be posted with.
